The author, Tim Hampton, is a proven researcher and author specializing in law enforcement, community policing and leadership. In addition to his practitioner duties as a current police commander with the Phoenix Police Department, he puts into practice through training the concepts he developed in the book. His educational accomplishments include earning his doctoral degree from the University of Phoenix. Hampton’s multifaceted background establishes him in a strategic position to gather and assemble key pieces of proactive police leadership that span the globe.

The Author pays special attention to economic crimes. His hypothesis is that the “shadow economy” is nothing short of organized crime operating within free markets in which normative supply chains are interrupted, and the formal or official demand for products and services is replaced with counterfeit, stolen, or pirated goods and services. The growth of the shadow economy is disturbing to government officials, and strategies and measures must be inserted into economies through proactive police intervention to preserve economic stabilization.
